Accelerator stud / fuse box hush panel connection

Accelerator stud / fuse box hush panel connection
Anyone know if there is supposed to be a factory fastener that is placed onto the accelerator stud, GM part# 14053678 to secure the fuse box / hush panel cover? See photos below

It's a little stamped steel wingnut/flat washer gizmo. M6 something or other.

Really doesn't need to be there, the panel slips over the stud and when the clips across the front are snapped in, it's not going anywhere.

10mm nut, like the ones used on the rr spoiler.
