Need help with column parts

Need help with column parts

I took my dash out of my 83 to fix some wiring issues, clean up from the motor swap, etc. To take the gauges out, i had to drop the column to get enough room. While I had the column down i fixed an issue with my turn signal switch under the steering wheel, but i ended up taking too many things off. Now im having trouble figuring out where some things go.

My biggest concern at the moment is this piece. I see where it fits and bolts into place, but i have no clue how i get the black plastic near the top of the column to move so that it fits back in place. Anyone know what im doing wrong?



I know the part fits over the column, and i see the holes for it to bolt into, but i have no clue what its meant for.

I also can tell that it fits into the notch, but the black peice isnt moving at all to fit the part back into place.
