I have never had mine apart but being in the seating industry. The shoulder bolt most likely go for the buckle and the threaded on the tounge retractor bolt since they are fixed in the plastic side panel

The belts with the buckles pivot on that type of bolt, bolted into the trans tunnel, front and rear, so four of them.
The retracting assemblies get the fully-threaded bolts so they can be bolted down tightly and securely. I don't have rear shoulder belts, but I'd guess their retracting assemblies would also get fully-threaded bolts.
