Steering Wheel Off Center When Locked

Hey y’all, I’m stumped here. Put simply, when my steering wheel is locked, it locks slightly off center. When I was initially getting the car running a couple years ago, the factory wheel would lock straight FWIR, but I installed a Grant wheel shortly after and it was off center. Thought it was just the mounting hub. Fast forward to 2021, I installed a Cavalier wheel and lo and behold, it’s also off center. I think it’s off center when driving too, but what confuses me is how it would do it when the car is off and wheel locked. I know the locking plate has oddly spaced teeth so I couldn’t have got it off by a tooth, but the horn contact inlet is in the wheel how it should be. Is this somehow an alignment issue? The column itself is straight. Maybe the Grant hub AND the Cavalier wheel are slightly off and won’t align? I’m honestly stumped. Any help is greatly appreciated. I don’t really have any good photos of just the wheel for reference, but you can kinda see it in these photos. When it should be centered, it’s locked slightly to the right.
