Horn cap loose and falling off

Car: 1988 Chevy Camaro
Engine: 5.7L
Transmission: Auto
Horn cap loose and falling off
The horn cap is loose on my 88 IROC and it keeps falling off with every bump and most steering wheel turns. This may be a dumb question…but how do I put it back on correctly so it doesn’t come loose? I haven’t found much info online for this, which surprises me. Anyone else have this issue? What was the fix? TIA.

It should have 3 clips on the back that hold it onto the steering wheel
