I have done the LS1 swap, and I'm in Van Nuys, not far from you at all.
I left all my smog stuff intact so I can get the car certified, but I just haven't done it yet.
You need to take the car to a referee station and have them inspect the car. upon passing they will issue you a sticker with a barcode so any smog check person will scan it and pull up your car's info. then your car will be treated as the year of your engine.
call 1800 622 7733 for more info.
pm me if you need help

There`s a member here that lives in California for school I believe and lives here in Michigan out of school, I spoke with him thru emails and ran into him at driveline solutions one day and he has an LS1 in his and he said to me it passed the sniffer and most of the inspection, apparently the cats were not in the factory location and that was his only problem. but I remember him saying he was getting 27 mph highway with it
hopefully he`ll chime in

I always thought that the car had to have all of the same emissions stuff that came on the motor that you're transplanting in. I'll look at SB100 and see what I can find out.

Here's what I came up with... The bill is located here: http://www.leginfo.ca.gov/cgi-bin/po...or=johannessen
(1) In determining the engine model-year, the referee shall
compare the engine to engines of the era that the engine most closely
resembles. The referee shall assign the 1960 model-year to the
engine in any specially constructed vehicle that does not
sufficiently resemble a previously manufactured engine. The referee
shall require only those emission control systems that are applicable
to the established engine model-year and that the engine reasonably
accommodates in its present form.
(2) In determining the vehicle model-year, the referee shall
compare the vehicle to vehicles of the era that the vehicle most
closely resembles. The referee shall assign the 1960 model-year to
any specially constructed vehicle that does not sufficiently resemble
a previously manufactured vehicle. The referee shall require only
those emission control systems that are applicable to the established
model-year and that the vehicle reasonably accommodates in its
present form.
