i know its illegal to swap to a carb from tbi. but what if i carbed a motor like an ls1 or lm7? would that still be illegal?

Switching from ANY FI to carb is illegal, for a street legal vehicle, from an emissions standpoint.

Now, if you had a TPI '87, and wanted to do the ( discontinued ) ZZ3 swap kit that GMPP certified way back when, that would be legal.
And doing an LSx swap can be legal.
But no way can any carbureted LSx be legal, even in an '82.
There are lots of places where you could get away with it, however. But never in Los Angeles, for example.
