I have the same problem with some panels of my TA. It has to do with issues with the original paint job. I don't think there is anything to do but sand it down and repaint.

To do it RIGHT, sand & paint.
For a band aid temporary fix...Go by a local sign shop As them for a piece of sign vinyl that is close to your car color, big enough to cover the peeled area & a few inches to where the paint should still be sticking. You won't get a PERFECT color match, but you'll get a good 10 footer look.
I did this for a few months to a 90, until I could take it in for a complete color change paint job.
