Moving to Richmond Virginia

In August I will be moving from Chicago to Richmond for school. Now I plan on registering my car with the state and so forth, so I can eventully become a resident and get the tuition down.

I was wondering how strict the emissions were in Virginia. I plan on doing something with my cat. Either putting a pipe in their or just gutting the thing. Just that I dont want to buy a high flo cat right now. So if I gut the cat right now will I have to buy a new one for testing or what. What would be best to to do? or should I just wait until I get their.
