illinois law question

i live in cook county and we must do emissions...i heard there was a bill that is passing where cars 95 and older dont have to do emissions is this true or what?

Axle/Gears: moser 9" 4.11
starting in february of 2007-2008 for some vehicles then no more 95-older vehicles.

yes it's legit, but it won't take place for at least a year or two so why does it matter?

yes depending on when your registration expires you may or may not need to have it done if it is pre 95.
