Basically, you install your chip into the burner, then you erase it, then install a new tune. It has allowed me to tune the Corvette overseas by data-logging, then sending the data to someone to tune it till it ran its best. It uses free flash n burn software from Moates website. It plugs into your computer and it reads and reburns the chip.
