emissions in ct

i have a 350, bored 30 over, hoping to push close to 400 hp with a bigger cam, vortec heads, headers, 3 inch exhaust in a late 90's iroc. do i have any chance of putting it through emissions when they reopen in ct?

tune her right, then toss some denatured alcohol in the tank when you go thru- you should be fine- make sure you got a cat on there too-

truthfully, i dont see emissions coming back anytime soon.
