Either way do it, you'll get cheaper insurance because of limited milage.
Milage limits aren't that bad since they government doesn't collect them, but your inspection station might glance twice at you putting 20k a year on a classic. If you don't drive it every day, that's not a problem.
If it is a problem, there are ways to stop your odometer. I don't support it, but there are ways.

1983 and back do not have to pass in MA. It has been that way for a while now and it does not change yearly.
its 25 years to be a classic. you just apply for the antique plate. you can get wicked cheap antique insurance too. but you can only drive the car on weekend and too and from carshows and to shops to get it fixed.

Ny is a pain in butt ,I belive that it will still have to pass smog test with regular plates . They have bin going though some changes with the addition of the dyno in the last few years . When the dyno first came out in the 90s the cut of was 1983 for the dyno run . I belive whatever test they put you though now, is the one you will have to go though ,unless you change you plates .
Classic and antique are 2 different things in MA. Classic is 20 years, antique is 25 years (if I remember right)
