First, it depends on the cam. A streetable cam will pass a lot easier than a race cam. Stick to a duration under 230 and LSA of 112 or higher. Two, it depends on your tune. I'm guessing since you have an '83 that you're a carb setup? There isnt anything you can do to the computer but you can change the needles and seats, adjust the idle screws, the floats, etc to get the best idle and cruising performance out of it.
As Burnout said, he just passed smog with a Comp XFI268 cam and TPI setup tuned by me, and I just passed with a Lunati 226/232 cam and TPI setup tuned by me.
Its all in the tune.
