I want to relocate my battery to the rear of my car where the spare tire used to be. Will I still be able to pass Tech inspection at the track? What do I need to do special? I know that I would need to make sure that it is bolted down. Would I have to worry about an external shut off or anything?

Not unless the battery is in a seal box vented to the outside or has a metal firewall fabricated around it isolating it from the driver's compartment.
Behind the plastic cover will not pass a tech inspection.
The battery must be secured with 3/8" rods. Since it's been relocated, a master cutoff must be installed at the rear and hooked into the positive cable. When turned off it must shut off all the power to the car and kill the engine. The rules for the master shutoff are in the NHRA/IHRA rulebook or you can search through the archive.
