What are weight jacks????
I'm not sure what weight jacks are.... but I know a big thing in circle track racing is "jack bolts". From what I can remember... jack bolts allow quick adjustments to the suspension, which would usually require changing the spring rate. Jack bolts are usually illegal in circle track racing.

weight jacks are basically a mechanical means of adjusting the weight distribution of the car.
I come from an SCCA TransAm background, where you do this via threaded spring collars on the coil over damper (shock absorber). since our cars (and most production cars) don't have coil over shocks, if you want to adjust weight distribution (and ride height to some degree) you have to use a "weight jack".
basically its a threaded adjuster that installs between the top of the coil spring and the chassis. you can then adjust weight distribution by adjusting the preload on the springs.
say the right front corner is a little too heavy for the course you're running, take a few turns out of the left rear to adjust (lower the left rear). this adds weight to the left rear and takes weight off of the right front.
I did this stuff for a living for a while and man is it fun! if anyone needs help understanding this or setting up their chassis, give me an email and we can talk.
