It's best to bring the rpms up a bit but it depends on your setup. A stock converter doesn't stall much higher than idle, The brakes can only hold the car just so much when you come up on the converter. If you're bracket racing, bringing up the launch rpm needs to be the same every time to get a consistant run. It's hard to do without a 2 step. Even 100 rpm will make a difference in the ET. Carburated engines have the accellerator pump adjusted to give a squirt of fuel just off idle. If you bring up the rpms to launch then you've already given the pump a bit of a squirt. When you go to WOT, the engine will act like it has a lean bog because it didn't get a full shot of fuel from the accellerator pump.

Last race when I was trying the new engine, I didn't want to try playing with anything. I never bothered using the 2 step or see how much I could stall the converter while holding the brakes. I just launched from an idle.

The only way to tell what works best for your car is to go and do some track testing.

Stephen is right about going out and testing, and for god's sake remember how you did it. One time I had a near perfect launch (I could feel all the suspenison shift), I've been trying, but can't do it again.
