How Hard?
I want to run the 1/8 in the 8.0's with my 1989 camaro. With foot brake and no electronics.
I do know the current motor is (80% sure a 350) It has world performance torquer heads and roller lifters. It is currently a TBI car but will soon have a carb. setup with a eledebrock performer intake and 700 Carb.
Rear gear i am assuming is stock and I believe that the car has a 700R4 transmission.
I will install line lock for burnouts and have a set of slicks for when at the track. Something small maybe 10" wide.
Will the stock rear handle this with a locking rear diff? I would like the gearing to be so i can drive it some on the street. No major highway driving or long trips. All emissions will be removed and the ac will be removed. Will keep the heater. I will upgrade some of the rear suspension parts along with a set of springs and drag shocks up front 90/10.

That equates to mid-12's in the 1/4 mile. That is pretty easy to achieve with a 350 that is in good shape and a car that isn't too heavy. Ditch the performer and go right to an Airgap. Get a 650 double pumper, Long tube headers and exhaust, a good converter and some 3.73 gears. That, combined with a good roller cam should get you there (and maybe more).

Mine runs low-12's at sea level. It has an Auburn posi unit, 28 spline aftermarket axles, welded tubes, aluminum support cover, 3.73 gears. I drive it daily. I normally race it at a track 6 miles away (where it runs high-12's), but I did drive it once to a track 200 miles away, raced it all day, and drove it home.

The motor does feel strong. Does need a tune up but not doing it with this system. Will be going with HEI when I change out to the carb. Does have a slight miss currently. but the motor feels pretty strong. Will spin the tires off in 2nd when it changes gears. Will chirp in 3rd. The exhaust is cut off from behind the converter because of the fuel pump change.
Will shorty headers work well for this setup. I would like to have true duels. We do not have insections in this area.

Are you saying 8 flat or anywhere in the 8's?
If you are thinking anywhere in the 8's, that would equate out to between a 12.5 and a 13.8 which should be doable.
I would do as others have suggested and verify what you have before you buy any parts.
Do you know what camshaft is in the car? If it were me and you are running 1/8 mile on slicks, I would gear it pretty steep like 4.10's depending on the motor. With a 700r4 you would still only turn about 2500 rpm at 70 mph which would be tolerable. I would also install a converter, 2500-3000 depending again on the motor.
I have never raced 1/8 mile, but it seems to me that leaving hard would be the key to success there.

I would like to run in the low 8.00 if possible. If I change converters will I still have to redo the circuit for the lock up?

Shorty headers are better than the stock manifolds, but I would t waste my time with them. Long tubes aren't that expensive.
