Turbo Project Underway

I have recently picked up a 84 Z28 body in good condition for my turbo build up. NO A/C, SMOG

Here is what I want to do to this engine below.

355ci
Forged Bottom End
SRP Forged Pistons
2x t-bird t3 turbos 9 psi (to start)
2-3 core Intercooler (depending boost level)

I have come across a 87 350 TBI motor, my plan is to use the block(hyd. cam/ 1 piece seal) along with my modified LT1 intake with Holley 52mm TB. I plan to use a set of aftermarket heads and the holley commmander 950 to control the FI.

Is this all gonna work together?
Is this block the same as the L98 for sensors ect?

What upgrades can I do to these T3 turbos to get say 12-16 psi?
If I plan to see 12-16 psi should I get the block o-ringed what comp. pistons should I run with?

You can put t04e housings on it and you have a hybrid turbo that will push around 400hpx2. Your turbos should push up to almost 20psi max but you should do 12-14 easily withou messing with them.

Would it be alright to run 12 psi on 9:1 pistons or should I go 14 psi on 8.5:1 Pistons?

Can someone tell me more about the commander 950?
Does it control the fans?
