If you want to get more answers for this you might want to ask over in the TBI area. This area is for Nitrous, blowers and turbos...
I'm a former TBI guy and will give you my advice... Before you do anything go over to the prom board and start learning how to tune if you havent already. Spend that $250 you have burning a hole in your pocket on an eprom burner, eraser, tunercat and a handful of eproms. The factory left soo much room for improvement that I would not be suprised if you get more performance from tuning than the intake swap you have planned. In any event the closer your car is to stock the easier it will be for you to learn tuning which you will really need the second you decide to swap the cam... which is one of your major bottle necks.
Once you have the tuning thing under your thumb you will be able to install the kind of components in your car that really make power and be confident you can tune it thus still cruze with your date without embarassing yourself with a poor idle stalling, throttle responce problems and honda civics beating you.
If you still have your heart set on an intake swap for I'd go with a weiand street ram part number 7525. Its a low rise single plane, will fit under your stock hood and retains the EGR so you will remain 49 state legal. I've used the 7525 myself and loved it, I was making about 330-350 hp at the crank on a mild iron headed 350 with it. Great power across the board. TBI does not have the fuel metering issues / off idle problems associated with single planes like carbs do.
The holley carb to TBI numbers are:
17-41 spread bore carb flange
17-45 square bore carb flange
I made my own with a jig saw, hole saw and a dremmel tool out of 1/8" steel.
One last thing... to avoid wasting money with your project you should develop a plan for where you are going with it in long term. For example do you plan on eventually running vortec iron heads? There a great bang for the buck at about $425 / pair but they dont work with standard intake bolt paterns.
I'd kind of like to toy with a low buck 305 some day... I'd do it with a good set of rods, Vortec heads, Victor JR intake 2" bore throttle body, 225-230 degrees of solid roller, a 3500 stall converter with 4.11's and a 150hp shot of nitrous rev it to 7k and shoot for low 11's on the stock block.
