Heads with Stealth Ram

I've read up a lot about upgrading heads on TPI motors and have heard that 190-200 is about as high flowing as you want to use on a standard TPI, even with upgraded manifold, runners, and plenum. My question is, if I use miniram, stealth ram, or converted LT1 manifolds, is the 200cc max flow still apply? I know this is a contridiction, but I would love to get as much NA power as I can while staying economic (above 15 city, as close to 20 highway). Should I use the 190cc heads with a TT or nitrous? Or can I get decent milage with a mild/high compression, high flow head? Then I'd have nitrous on top of that NA motor for racing.
Mainly, I'm just interested in the limitations and choice of heads with the manifold said above.
