The heads and the cam is the power killers on that engine.
Swap to a set of vortec heads and fel pro 1094 head gaskets and your compression will jump up from the 8.5:1 to 9.6:1 and you will pick up a lot of air flow due to the better vortec heads.
Add a generic elgin, summit, speed pro etc 214/224@.050" cam, and a set of cheap 90-110# 1.25" valve springs
You will pick up 60-75 HP easy from the above mods.
