Installing a Paxton in my 1le right now. Where the heck do I install the air filter. Do I have to re-locate my battery to the passenger side?

Well I have a 92 and my battery is on the passenger side stock. I'm not sure if that's because yours is a 91, or maybe because mine's TBI.
But whatever the reason is for yours being on the drivers side, I would say that you most likely have to relocate your battery someplace other than where it's at. That's where the intake for my Paxton comes from, the cone filter is mounted under the fender and the tube comes up along in between the winshield washer fluid tank and the S/C, does a 180* turn and connects to the back of the S/C.
Since it looks like you have to relocate your battery I would just go ahead and relocate it to the hatch/trunk area. Better weight distibution, more room in the engine compartment, and you can order the kit to do it from Summit for $43.
