Do you have a fuel pressure safety switch? If so, have you checked it?
Can you hear the solenoids click when the system is activated?
If not, have you checked the wiring with a volt meter at the solenoids to see if they are getting power? If they are not, work your way back through the wiring to find the problem.
If they are getting power then check their ground path.
If they are clicking when activated, is the bottle valve open all the way and does the bottle have pressurized nitrous in it?

If the fuel and nitrous solenoids both click and the purge solenoid does too then the wiring is ok.
Since you have that much bottle pressure then more than enough nitrous is available at the bottle.
Check the main nitrous hose for kinks, pinching or something plugging them. With the bottle valve closed, remove the hose from the solenoid. Secure it so it doesn't whip around, or have someone carefully hold it with a gloved hand pointing it away from everyone. Crack the valve to see if nitrous comes out. (You did this durring initial installation to flush the hose right?) If nitrous comes out strongly then you are good up to there. Did you install a nitrous filter? Have you checked it to be sure it isn't plugged? What did you use to seal the pipe threads in the system? Could it be plugging the solenoids?
The bottle heater won't turn on at that high of a bottle pressure if it is a Nitrous express heater and control.
The NX control turns the heater on at pressures below 900 PSI and it turns off at 1050 PSI.

Oh yeah, make sure both the fuel and nitrous solenoids are both activating.
