Why the hell am I banned from Chat!
I've talked to a couple AOL guys and we can't participate in the thirdgen chat. This is not right. You should fix this.
You could be alittle nicer about asking your question. Anyway....,the Chat Gods can explain it in better detail, but from my understanding if one person from AOL is banned from chat it effects all AOL users. It's due to some technical computer stuff so it may not be related to something that you have done, but another AOL user.

I WOULD LOCK THIS IF I COULD, BUT I CANT IN THIS FORUM
If you use AOL, you can't chat. You can thank the AOL users that have come before you, and every AOL user that joins when the AOL ban is dropped on a trail basis. If you want to join your best bet is to hit it at a time when the bans down or to get another ISP.

Sounds to me like the AOL user isn't being blocked, but the AOL gateway proxy is.
This can affect every AOL user who access the web through this proxy. Im sure AOL has hundreds, but blocking one proxy could block out tens of thousands of individual AOL users.
AOL personal IP ---> AOL proxy ---> hops ---> weblocation
Or maybe it's blocking the class B or C IP, and not individual user
"D"
128.128.128.128.
a . b . c . d
See, if you block a class C, (128.128.X.X), then 65,536 users are blocked

Nice guess, a valliant effort.
But the AOL host is blocked, thus any IP address that resolves back to an AOL hostname is not going to successfully join.
There have been repeated AOL users who have abused the chat, and with the ban in effect its a nice quiet peacefull constructive enjoyable place to unwind in the evening for the more respectfull groups of people.
If you use aol and their dns is broken you can join without being banned, however I'll notice the subnet and If you cause the slightest problem you'd probably get banned again anyways.
With that being said
Aside from AOL there is hardly EVER any bans in place, and in fact as we speak there's a total of 2, and has been that way for quite some time now, AOL, and an ISP that the user mainly responsible for the AOL ban signed on from.
But the AOL host is blocked, thus any IP address that resolves back to an AOL hostname is not going to successfully join.
