I installed the newest .net framework from microsoft and right clicked and hit save link as, but the file is nothing but symbols with a little text here and there. How do I use the decoder?

Make sure the file you downloaded has only a .msi extension. The downloaded file may look like 3rdGenRPO.msi.txt

If the latter, simply rename the extension to .msi only (3rdGenRPO.msi) then run the program. It should be installed with the Windsows installer.
