For those that bought their third gen new, or anyone that knows. I am curious about what came with the car from the dealer aside from the owners manual. Do they come with a vinyl/leather pouch like newer cars? Anything else?

My 1989 GTA came with a heavy paper (or thin cardboard) envelope w. owners manual and tire warranty, etc. inside. It was silverfish and white, w/ Red Pontiac lettering/insignia printed.
My 1989 Corvette came with a naugahyde folder, which contained the same. It's got Corvette emblem and logo on front.
It depends on the year, make, model, and the dealership. Some dealerships went to the trouble to put all the papers in a cardboard envelope, others just left the manual in the plastic baggie. Later cars tend to have the vinyl covers on the owner's manuals, with a spot for a salesman's business card, emergency use credit card keys, etc. Depending on how the car was ordered, often the 3 cards for the locking lugnuts, along with the instruction sheet, and of course the lugnuts/key would be in a bag. Some Lexan T-top cars came with a paper explaining how to properly care for them. It's really pretty inconsistent.

Of the thirdgens I've owned, my 86 T/A probably had the most complete set of original documentation. Kinda regret selling it now, but I had too many cars...
My 91 Formula came with pretty much nothing, but I was able to piece a set together...
A lot of this stuff can be found on ebay, or thru the auto literature collectors at swaps, fleamarkets, etc. Back in the day, you could just look in the glovebox at used car dealers, and junkyards.
I was thinking that the vinyl covers didn't start showing up on the 3rd gens until the late 80's.
I'd consider a vinyl cover correct for 91-92. Admittedly never really paid much attention to the cars I didn't own, and I've never had a 90, and my 89 was a brief engagement and a total POS.
The clear plastic "sandwich bag" pouch in my 87 photo was in an 87 with the contents as shown. I have an identical bag from an 89. I would consider the bag correct for mid-80s cars.
But again, the exact contents from car to car varies, and in a lot of cases the dealers removed various tags like the aluminum wheel care hang-tag in the 87 pic, or the locking lug bags, etc. So really I wouldn't say there's really a standard.
There are / were companies that specialize in dealer items...key chains, decals for the back of the car with the dealer name, plate frames, paper floor mats for the service department, etc. I'm sure these paper folders were available the same way.
DYNODAVE43 I have one of those Console cassette holders new. i need to sell it to someone who needs one. I could not remember what year those fit thru, so Ive just been holding onto it.

I know this is an old post. What is the black plastic thing in pic.
It's the tape cassette holder that goes inside the center console. You press a tab on one of the holders and one slides out to place a tape cassette inside for storage.
