Lap seam rust (fenders)

Lap seam rust (fenders)

I know they reproduce these but all my body part vin stickers match and I would like to keep that and repo parts don't always fit well.

The upper edge of the fender has some rust in the lap seams. What is the best way to handle this (not the little spec of rust but in the seam). I don't really want to acid dip the finders, nor do I think I would succeed in drilling the spots and cleaning it. A friend recommended KBS Coating 75100 cavity coater.

I really want to handle the rust and paint on the non shown parts (inner finders etc) and then have the body painted again later. The outer coat of paint is still in pretty good shape.

That's more rust stain than it is rust. It might even come off with a good cleaning product.
