How do you tighten up the e-brake?

Car: '87 IROC
Engine: LT1 350
Transmission: 700-R4
How do you tighten up the e-brake?

I have an '87 IROC with 4 wheel disc, but I can pull the e-brake all the way up, and it holds the car a little, but very little. I can give it gas and it goes. How do I go about tightening up the e-brake. I need to do this to pass safety inspection in my state in the next two weeks. Thanks

The cables SHOULD have adjusters on them. A haynes/chiltons book will give proceedure.
