Drivers Seatbelt issue

Drivers Seatbelt issue

Just picked up my 89 Formula and the drivers seatbelt has rolled out completely and will not tighten back up again.

I drove it yesterday and when I put my seatbelt on I went to adjust it so it would secure me properly but it just kept coming out and it reached the end of the roll and wouldn't retract on it's own.
It is the part that bolts to the roof section of the car.

I've taken some of the interior panels off to have a look at it but I can't really see any issue, is this a common problem? Or will I need a new seatbelt?
