Rear Brake pressure uneven..

I am having a problem passing the German inspection over here because my left rear brake is not as strong as the right one. I have a 91 with drums. I just rebuilt the wheel cylinder.
When I put the car in Drive and let it roll a little and then pull up the e brake only the right side locks up...is that normal or are they both sapposed to lock?? I mean I cant notice it when driving but their lttle machine shows it plain as day.
I bled them and put new fluid in the resevior..

What else can I do????

Eric

I would replace the rear distribution block and the brake line on the left side and see if that helps. Sometimes corroded lines can cause such problem.

Thanks alot Bro but I got it. Once I rebuilt the wheel cylinder it worked fine.
