Non PBR Caliper Leaking! help

Rear Caliper Leaking BAD!!!!HELP

Hey guys.
I just put in a '88 9 bolt with the old style non PBR calipers into a original drum car.
The problem is one of the calipers is leaking from where the e-brake lever bolts to the rotating hex stud on the back of the caliper.
There is a rubber washer/seal that gets sandwiched in between the lever and the caliper that is supposed to seal it I guess.
I get it as tight as I can, and it still leaks pretty bad.
Is it the rubber washer or the caliper? is there something out of adjustment?
I am new to these brakes so I don't know where to start.
The calipers are remans from Oriely's.
I'll try to put up some pics.

It leaks from the ?e-brake shaft?

Yeah looks like the seal is leaking. If they're new I'd return them.

Its some kind of rubber crush washer that gets mashed between the caliper body and the e brake lever.
I stripped out the threads in the caliper for the brake line bolt anyways, so i got a new calper. No problems with this one!
