rear brakes not working

the rear brakes on my car arent working at all, when i put on the e-brake it works a little bit, but not like it should. are my rear brakes just bad? i thought that they would still work some but they dont. when you press down the pedal there is no resistance until its pressed down pretty far. could somehing be disconnected? it has break fluid in it. any ideas on what could be wrong is appreciated. oh its on an 84 TA with rear drums. thanks

well if the fluid is up, when the last time the rear drums were worked on, could be worn out shoes.. maybe even you have to bleed possible air out of the system.
