Hi, I have an '89 RS. In about 2 weeks we will be installing a 454 BBC. I just received a Moser 9" and will be installing a cage, is the torque arm really necesary or can I leave it of ??

It's a required part of the rear suspension.

Weld up some UCA's(That's short for Upper Control Arms ) a.k.a 4-link and you'll be fine. otherwise with out the torque arm you rear axle will come spinning out the rear of the car faster than a 3-pecker billy goat headen for the barn.
