is the torque arm supposed to be loose at the rear end?

is the torque arm supposed to be loose at the rear end?

i got a '94 formula parts car that was wrecked. it rolled and looks like it landed upside down on its trunk, the rear end looks like it didn't get hit. i removed the front torque arm mount today and noticed that the arm was loose where the two bolts go through it at the rear end. i could see the bolts moving around even though the nuts were tight. is it supposed to do this or is something broken? i'll probably pull the arm completely off tomorrow but i just wanted a heads up.

torque arm should be torqued (Pun intended) to the rear end somewhere close to 100Lbs- Id have to look it up for the correct tq spec- but anyway there should be no play or movement between the torque arm and the rearend at all. Bolts also always install from the top down- in case a nut comes loose the bolt will not fall out this way.

even without bolts the torque arm is fairly snug aginst the mateing surfaces on the rear.
