e-brake large square chunks

what the heck are those rectanglar lumps of metal on the e-brake levers on the rear calipers? The cable/calilper has return springs on it, I can't figure out what the chunks of metal do. Does anybody know for sure, can I cut them off? Thanks, Andy

I dont have these on my car, so i cant tell you with any certainty, but iirc, they are to stop some sort of vibration/noise associated with the brakes.
