Your IROC should have one, and if it has the 16 inch wheels I'm positive it should have one.
That looks like a nice piece, but I wanna try out that spohn adjustable one... hrm, dunno if this would start something like a copyright or anything, but have you given any thought to trying to make an adjustable version like spohn? That'd be cool, ya know, just to have more options... options are always good

a third mounting hole that takes advantage of another threaded hole allowing the brace to be bolted it directly into the frame itself, does the bolts come with the new one, or are they already on the car?

Bolts already exist in that location. However if you prefer new zinc-plated bolts I can supply those as well for an additional cost.

Ed, No problem for you to upgrade. You just sell the old one on eBay for $65 or more. Then buy the new version and pocket the change.
