I'm talking about replacing all the springs and what not thats in there. Would that in anyway make hte parking brake engage harder? Thanks.

Just as much as replacing all the crap there will improve the braking in the rear end it'll improve the holding power of the parking brake since it just uses the pads etc ...

All the parking brake does is engage the rear pads... the springs in a drum brake are return springs though... not holding springs...(just singling out what you mentioned...)

Not stronger, as such; but it will make it work more smoothly, and maybe adjust more reliably, which will help it work better even if not stronger.
