Front left brake sounds like its grinding on stops, why?

I changed my brakes about 6 months ago and didnt have this happen untill just revently. When I come to a stop, like at a light, my front left brake sounds like its grinding. I checked the pads, they're fine, dont know what to do. Also, my e-brake isnt working, the guy I bought it from said that somethin was was broke on it and it was around a hundred buck to fix, the bracket looked fine underneath, any suggestions. thanks guys (and gals)
