Non Third Gen brake help...

I just put a long block (229 v-6) into an 81 Monte Carlo (mainly to see if I could change engines before starting on my 83 TA). Yesterday my mom drove the car to work (I am in a wheelchair and have not installed the hand controls because I am going to sell the car) when she got home she said the brake pedal goes all of the way to the floor and will not keep the car stopped. I am having some trouble with settng the timing and adjusting the carb as well and think this may be the problem. Do you think it could be that at idle there is not enough vacuum to help hold it stopped or should I start looking at other areas, shoes, pads, lines, etc.

Sorry for the off model post but this is one of the best sites for technical help that I have found. If the moderators feel that it needs to be deleted or locked I fully understand.
