Still same problem with power steering pump

Car: 1988 Camaro IROC
Engine: 350 TPI
Transmission: 700R4
Axle/Gears: 3.27 9 bolt posi (non 1le)
Still same problem with power steering pump

I checked the fluid, and its bubbly, discolored, and sorta foamy.. All indicating that I still have air in the lines. I jacked the car up, turned the wheel lock to lock about 30 times. And I seen some bubbles. While still on the jack I put the cap back on, started her up and she seemed a lot better. After I let her back down. She still makes the horrible sound, still foamy. And milky colored.

How do I get the rest of the air outta the lines. AND it still makes a hissing sound when I shut her off.... Any ideas anyone??

Drain it and put some new stuff in there.

Might have some water in it.

Replace the return line.... it has a leak, which is making the system suck in air.
