Whenever I engage my e-brake, it doesnt hold or it seems to skip and the handle pulls the almost straight up. Does this mean that my cable needs to be adjusted? or does it need to be replaced? In either case, how would I go about doing it? It is a 91 RS 5.0 auto

hey i had the same prblem with my 92 rs but i had put in a different rear, and disk brakes on it. my calipers ended up being seized where the cable connects to them and every time i pull very hard the cable slips off the handle it it goes strait up.

That handle doesn't work an "emergency" brake, it works a parking brake.
Check the adjustment of your rear shoes first. Take the drums off, and adjust them up as high as you can and still be able to jam the drums on over them. Then adjust the parking brake cable, which is in the drive shaft tunnel right behind the transmission, until the parking brake will only pull p about 4 clicks.
Then make sure you use your brakes in reverse often, for a somewhat fast stop (like backing down the driveway or something like that). The self-adjusters require that to do their job.
