Strut Tower Don't Like

Is there a way to not have to use the strut tower and wheel wells? My wheel wells that have the strut mount on top with the caps, is rusting out. Nothing else on the car has a spot of rust. Or do I need to take it to a body shop and have them remover the old wheel wells and strut tower mounts and install new wheel wells?

Tubular towers

A good body shop should be able to take care of it.

Are there tubular mounts that replace the strut towers?
