this is a super dumb question. For newbs and people that don't know a lot about this kinda thing maybe it's not all that dumb... Who knows.
I am shopping around for some tires as most of you may have read in a past post I made. I was checking out this site http://store.summitracing.com/egnsea...7&NeXID=101217 and came across those tire sizes for example 28.00x9.00-14 I am assuming the 14 is the tire size what does the 28 and 9 mean? Is it the same as the 1st two numbers in a tire size like (285 60)

I assume you're looking at drag tires. Those and some large mud tires are pretty much the only ones still measured that way. It's even simpler than the "metric" method:
28.00x9.00-14 = 28" tall, 9" wide, 14"wheel
The "metric" method:
245-45-R16 = 245mm wide, sidewall is 45% of width tall, radial, 16" wheel
28.00x9.00-14 = 28" tall, 9" wide, 14"wheel
The "metric" method:
245-45-R16 = 245mm wide, sidewall is 45% of width tall, radial, 16" wheel
