Rotating Tires???

I've got a '91 Z28 and i need to rotate my tires. I noticed that on my rims the rear rims say REAR and the front rims say FRONT. Does it matter if put the rear tires with the rim to the front? Or, do i have to remove the tires and just rotate the tires instead of the whole wheel. Are the Front and Rear rims different than the front or what?
Thanks

The offset on the front rims is different than the rear so you would have to take the tires off the rims to rotate them. I just switched mine from left to right and vise versa because I didn't take the tires off.
