there is a vaccum line that runs from the plunger (??) under hood to my brake pedal switch. Can I remove this assembly? I am taking out everything I do not need b/c this is a street driven race car.

This switch also operates the lock up on your torque converter if you have an automatic.

No it doesnt. It provides a place for the cruise control to vent to atmosphere.

It's a safety for the cruise control. The cruise control should turn off when the brake is tapped electrically, from the same switch that controls your brake lights. If for some reason that didn't shut down the cruise control(brake light switch broke), the vacuum switch will take vacuum from the cruise control unit to release tension on the throttle when the brake pedal is held down. Once you slow to about 30, the cruise will kick off.
