why are my brakes squealing?

ok, I just replaced my front disc pads, and then had my rotors turned, and my brakes are still squealing. why??? they only do it when I slow down gradually and only below about 40 mph. any suggestion?

Your pads are vibrating. There is this spray that you can buy, and you spray it on the back of the pads, then it stops the squealing.
