1LE Conversion, front or rear?

Can the 1LE brake conversion be done in two steps, or should it all be done at once? If in two steps, which should be done first? The front or the rear?

Axle/Gears: 3.27
The 1LE brakes in the rear are the same as the 89-92 rear disc brakes. I would still do the front first if you don't have those rear brakes because something like 75%-80% of the braking is done by the front.
