yes, plenty of fluid, master cyl has been replaced, both wheel cyl were replaced, russell brake lines installed, rotors turned and new pads and shoes. the car only has 13k miles on it and has been in storage for 14 years so i doubt the proportioning valve is bad.....any other ideas?

I had a problem with my car diving to the right under hard braking when I first bought it. Turns out, after replacing calipers and pads, that is was actually a collapsed line on the left front. This caused the left front caliper not to work as effectively as the right under hard braking (moderate, really). Replaced the line and no problem. This isn't really what you're explaining, but it does go to show that the hoses CAN cause problems and should be replaced, especially when that old!
