NEED HELP! CAR IS WAYYY TO LOW!

My new 4" exhaust bottoms out on EVERYTHING it is hanging so god damn low I can't go over the SLIGHTEST little bumps. How could I fix this? My suspension is bone stock for an 86 IROC except I have sub frame connectors. Would springs/shocks help? What brand should I get? My tires are 16/45/245 back and 225/60/16's on the front the rims are the stock IROC rims. I was planning on going with new 17" rims anyways would tires make a difference? Would appreciate any help because I don't know that much about suspension and that type of stuff. Thanx!

Because I am poor enough to drop close to $10,000 on an engine, exhaust, and interior over the winter but I didn't leave any money for brake job and tires So instead I built the perfect DEATH TRAP of a car... I really need to do something about this
